No, they are included in admission to the Water Park. If the attraction uses inner tubes, you can wait in line and receive them at the bottom of each attraction.

they don't charge for the inner tubes that are nessesary to ride the water slides
but they do charge for seperate one or two person inner tubes that people use in the lazy river or the wave pool
i think the inner tubes cost $3 for one tube
and $5 for a two person tube
